  • Inauguration of MPOCC Headquarters

    Speech by YB Dato’ Sri Wee Jeck Seng, Hon. Deputy Minister, Minister of Plantation Industries and Commodities (MPIC)

    YB Dato’ Sri Wee Jeck Seng gave his speech on behalf of the Hon. Minister of Plantation Industries and Commodities, YB Dato’ Dr. Mohd. Khairuddin Aman Razali and he would like to record their appreciation to the Malaysian Palm Oil Certification Council (MPOCC) for the invitation to inaugurate its new headquarters on 22 September 2020.

    MPOCC continues to contribute significantly from the time it was set up in 2015 as an independent body to develop and operate the Malaysian Susainable Palm Oil (MSPO) certification scheme. The MSPO certification scheme began on a voluntary basis in January 2015 with the objective to certify the entire palm oil industry in Malaysia including the smallholders and small medium scale operators in response to the business-to-business based Roundtable on Sustainable Palm Oil (RSPO) and the International Sustainability Carbon Certification (ISCC) for the biodiesel market.

    Unlike the other sustainable palm oil certification scheme, the Malaysian Government announced in May 2017 that the MSPO scheme will be made mandatory with effect from 1 January 2020. This decision was reached because we wanted a game-changing initiative to ensure that the entire Malaysian palm oil supply chain meets the growing requirements for sustainability to be better managed, accountable, responsible and transparent. This thus demonstrates our commitment towards the sustainable production of palm oil in meeting the global demand for Certified Sustainable Development Goals (SDG) 2030 and the 5Ps of People, Planet, Prosperity, Peace and Partnership.

    In implementing the MSPO certification scheme, it was also a strategic move to improve the competitiveness and image of the Malaysian palm oil industry which has been proven to provide a host of benefits, including enhanced productivity through the application of Good Agriculture Practices. This translates to better livelihoods including higher income and enhanced welfare of the smallholders who account for close to 40 percent of the total oil palm planted areas in Malaysia. It was also meant to ensure that Malaysian palm oil is known as a premium palm oil and as God’s gift for the world.

    As of 31 August 2020, a total of 5,085,339 hectares of oil palm planted areas have been certified under the MSPO Certification Scheme. This accounts for to 86.19 percent of the 5,900,157 hectares total planted area including 919,031 hectares of oil palm areas planted by both the independent smallholders and organised smallholders. Additionally, 418 palm oil mills from a total of 452 palm oil mills or 92.48 percent have also been certified under the MSPO Scheme.

    Meanwhile, in October 2018, the Malaysian Sustainable Palm Oil Supply Chain Certification Standard (MSPO SCCS) was launched. It is meant to cover the management requirements and traceability of the production throughout the supply chain from the raw materials to processing and manufacturing of palm oil and palm oil-based products. The MSPO SCCS is designed to deliver confidence and credibility to the customers and end-users that the raw materials originated from sustainability managed oil palm planted areas.

    Subsequently in November 2018, the MSPO Trace, an IT monitoring platform which delivers accountability and traceability throughout the MSPO certified value chain from grower to customer was launched. This will further enhance the MSPO supply chain traceability and transparency. Consumers will be ablue to trace the entire supply chain of their MSPO-branded products back to source, once this is fully implemented.

    “We are also here today to recognise and celebrate two Malaysian Companies for being amongst the first users of the MSPO logo on-product labels. We are pleased with the achievement of Kwantas Corporation Berhad and Delima Oils Sdn Bhd for making the MSPO certified products distinguishable from other palm oil products and we hope that it will be commercially available for consumers soon. I would also like to take this opportunity to urge other companies and brands to work with MPOCC towards achieving this too.”

    The Government will continue to support the MPOB and MPOCC’s efforts in enhancing the acceptance in recognition for MSPO certification both domestically and internationally. Continuous engagements will be held with other countries and organisations for MSPO to gain further recognition and to increase the marketability of MSPO certified palm oil and palm products internationally. Meanwhile, as a long-term measure, we will continue strengthening the principles and criteria of the MSPO Standards and its implementation to reflect evolving international best practices and market demands.

  • THE 12TH KLEFF AWARD CEREMONY: RECOGNITION TO FILMMAKERS ADVOCATING FOR ENVIRONMENT AND CLIMATE ACTION

    10th October 2019, Kuala Lumpur – The 12th International Kuala Lumpur Eco Film Festival (KLEFF) Award Ceremony is a prestigious event to celebrate the work of filmmakers and cinematographers from around the globe advocating for environmental sustainability and climate action. This year, with the theme of “Climate Action…Now!”, KLEFF received a total submission of 233 environmentally-themed films from 48 countries and out of these, 86 ground-breaking films of various genres and lengths are screened throughout the festival.

    The 12th installation of KLEFF Award Ceremony were held at KL Convention Centre in conjunction with the 10th International Greentech & Eco Products Exhibition & Conference Malaysia (IGEM). The ceremony was graced by the presence of Yang Berhormat Puan Yeo Bee Yin, Minister of the Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC), Datuk Seri Dr. Mohd Azhar bin Hj Yahaya, Secretary-General Ministry of MESTECC, Dr. Nagulendran Kangayatkarasu, Deputy Secretary General (Environment and Climate Change) of MESTECC, Tuan Syed Ahmad Bin Syed Mustafa, Acting Chief Executive Officer of Malaysian Green Technology Corporation, KLEFF notable partners, filmmakers and esteemed media.

    Founded and initiated by not-for-profit environment NGO EcoKnights, KLEFF is Malaysia’s longest-serving platform to promote sustainable living through showcases of environmental films and creative activities such as eco workshops, SDG forums, Green Market and more.

    “I believe that it is never easy to do work at NGO levels…I believe that the purpose of this [partnership] is to encourage EcoKnights to continue [its work] and I hope that from this, we can fully support [EcoKnights] in any way we can – to help you execute your work, do your initiative well because we believe that when you do well, the government can do well,” said YB Pn. Yeo Bee Yin, Minister of MESTECC during her speech.

    This year, KLEFF presents two major awards, the General Awards and Special Awards. The General Awards consist of Best Short Film Award, Best Short Documentary Award, Best Feature Film/Long Documentary Award, Best Public Service Announcement (PSA) Award, and Best Animation Award. The Special Awards in turns consist of KLEFF’s Special Jury Award, ASEAN Young Filmmaker Award, Special Merit Award and lastly, MyForest Award. 

    YB Pn. Yeo Bee Yin was invited to give away the trophies and certificates to the winners of General Awards, including Malaysian filmmaker Sean Lin, whose film, “Sleepless” won the Best Short Film Award. The film highlights the unique and salient relationship between humans, animals and nature – setting forth the importance of preserving our Earth as we coexist together.

    MyForest Award was created in collaboration with and awarded by Malaysian Nature Society (MNS).

    “The inaugural MyForest Award is made possible by the five-year project by MNS to increase awareness on good forest governance. Only by increasing the knowledge and value of the forest and the wildlife sustained within it, can there be a need and urgency for biodiversity conservation,” shared Ms. Stephanie Bacon, Vice President of MNS.

    Turning vision into climate action, the trophies presented to the filmmakers during the ceremony were made by recycled plastic bottles and upcycled wood pallets. The bottles were collected and contributed by Kiehl’s Malaysia, KLEFF 2019 Main Sponsor, in conjunction with its ‘Recycle & Be Rewarded’ programme.

    Sanofi mengumumkan bahawa Kementerian Kesihatan Malaysia telah memberi kelulusan untuk memasarkan Dupixent® (dupilumab), untuk kegunaan penghidap dermatitis atopik (AD) sederhana dan teruk di kalangan orang dewasa yang penyakitnya tidak dikawal secukupnya dengan terapi preskripsi topikal atau   yang tidak sesuai menggunakan terapi tersebut

    Dermatitis atopik (AD), salah satu jenis ekzema yang paling prevalen, merupakan penyakit inflamatori kronik dengan simptom ruam merah yang gatal pada kulit yang terjadi secara berulang-ulang.3-6 Ia disebabkan, antaranya, oleh radang terpendam yang berlaku dalam badan yang dipercayai diakibatkan oleh sistem imun yang terlalu aktif,5 AD adalah penyakit sistemik yang kompleks yang membawa kesan fizikal dan psikologikal yang signifikan.7,8 Ciri utama dermatitis atopik yang sederhana dan teruk ialah ruam yang tersebar yang turut melibatkan kegatalan yang teruk dan berpanjangan, keadaan kulit yang menjadi kering, kemerahan, merekah, berkuping, dan berair.9,10 Individu yang menghidapi AD sederhana dan teruk yang tidak dikawal dengan baik akan mengalami simptom yang melemahkan badan walaupun dengan penggunaan pilihan rawatan sedia ada.

Disebabkan keadaannya, Elaine tidak dapat menikmati aktiviti kegemarannya, seperti berenang dan Zumba, kerana peluh dan klorin yang terdapat di dalam air di kolam renang akan menjadikan keadaannya lebih teruk dan menyebabkan ruam yang lebih banyak dan kulitnya akan menjadi merekah, berkeping dan berdarah. Elaine terpaksa mengelakkan aktiviti tersebut, termasuklah faktor pencetus lain seperti keadaan cuaca tertentu termasuklah cahaya matahari yang mengenai kulit secara langsung dan hujan.

    “Ramai orang dewasa di Malaysia menghidapi AD, dan setiap hari penghidap AD berkemungkinan menghadapi cabaran, terutamanya jika terdapat tanggapan yang salah tentang gaya hidup serta jika individu tersebut kurang mematuhi aturan rawatan. “Dalam situasi ini, cabarannya akan menjadi lebih besar lagi kerana pesakit yang menghidapi dermatitis atopik tersebut menjalani rawatan yang tidak menangani keadaan pesakit itu. Sekiranya keadaan ini berlarutan, anda akan dapat menyaksikan kesan negatif terhadap kualiti hidup kerana serangan AD dapat dirasai  pada peringkat fizikal dan psikologikal. Beban berbilang dimensi yang dibawa oleh dermatitis atopik ini boleh merebak sepanjang hidup pesakit, di mana ia memerangkap penghidap dalam kitaran penyakit dan penderitaan yang berterusan,” kata Dr. Bong Jan Ling, Pakar Perunding Dermatologi, Sunway Medical Centre.

    Menurut Persatuan Dermatologi Malaysia, hanya 14.7% pesakit AD mematuhi aturan rawatan, manakala 58.7% pesakit mengalami fobia steroid, yang menjadi masalah kepada mereka. Dato’ Dr. Noor Zalmy Azizan, Naib Presiden Persatuan Dermatologi Malaysia menjelaskan, “Kortikosteroid topikal ialah salah satu daripada modaliti rawatan yang biasa digunakan untuk pesakit AD. Ia adalah preskripsi yang biasa diberikan kepada pesakit kerana ia mempunyai kesan antiradang dan antiproliferatif yang kuat. Bagaimanapun, sekiranya pesakit tidak mematuhi aturan yang sepatutnya, penghidap dermatitis atopik sederhana dan teruk yang tidak dikawal secukupnya akan mengalami kualiti hidup yang terjejas, termasuklah tidur yang terganggu, simptom keresahan dan kemurungan yang lebih teruk di samping penyakit yang mereka hidapi11.”

    Terapi biologik yang menyasarkan punca inflamasi AD

    Keperluan pesakit AD yang masih belum dipenuhi adalah signifikan, di mana pesakit merasakan bahawa penyakit ini membawa kesan negatif terhadap pelbagai aspek dalam kehidupan mereka, mempengaruhi keputusan yang penting dalam hidup, termasuklah dari segi sosial dan profesional. Semasa gejala penyakit menjadi teruk, penghidap AD melaporkan bahawa 10% daripada waktu kerja mereka terjejas12.

    “Kombinasi antara kurangnya pematuhan terhadap aturan rawatan dan kurangnya pilihan rawatan yang inovatif memainkan peranan yang penting dalam kurangnya rawatan AD di Malaysia. Syukurlah pada hari ini terdapat penemuan terapi biologik yang menumpukan pada punca berlakunya radang. Keperluan terhadap rawatan inovatif seumpama ini merupakan pengubah keadaan bagi penghidap AD sederhana dan teruk. Dengan adanya rawatan ini yang bukan steroid dan imunosupresan konvensional, pesakit mempunyai pilihan lain untuk dipertimbangkan, kerana akses kepada pilihan rawatan yang tepat pada masanya adalah penting untuk membantu mereka dalam mendapatkan kelegaan daripada penyakit kronik yang menjejaskan kehidupan mereka ini,” jelas Dr. Bong.

    Dupixent adalah antibodi monoklon manusia yang dihasilkan untuk merencat pengisyaratan yang terlalu aktif oleh dua protein utama, IL-4 dan IL-13, dengan menyekat reseptor yang terdapat pada kedua-dua protein tersebut. IL-4 and IL-13 dipercayai merupakan pemacu penting bagi radang terpendam yang berterusan yang menyebabkan  dermatitis atopik serta alergi dan penyakit atopik tertentu yang lain13,14. Dupixent didatangkan dalam bentuk picagari praisi dan boleh digunakan sendiri oleh pesakit sebagai suntikan subkutaneus setiap selang seminggu selepas dos pemuatan permulaan. Dupixent boleh digunakan dengan atau tanpa kortikosteroid topikal.14

    Dengan mekanisme tindakan (MOA) inovatif yang merencat satu mekanisme yang dikaitkan dengan radang terpendam yang berterusan, Dupixent menangani keperluan penting yang tidak dipenuhi sebelum ini dengan menunjukkan keberkesanan yang konsisten, pantas dan berterusan terhadap tanda-tanda dan simptom dermatitis atopik, dan meningkatkan kualiti hidup, apabila digunakan dengan terapi topikal atau sebagai monoterapi.   • VISI 20/20: TINJAUAN PASARAN DARI PROPERTYGURU

    Mengadakan sempadan baru bagi hartanah

    “Tahun 2020 telah diposisikan sebagai mercu tanda masa bagi Malaysia, dengan sasaran untuk status berpendapatan tinggi dan kecekapan ekonomi, termasuk Keluaran Dalam Negara Kasar (KDNK) sebanyak RM920 bilion yang bersamaan dengan nilai Ringgit semasa tahun 1990 – yang pada masa kini sepatutnya dalam lingkungan RM1.81 trilion,” kata Pengurus Negara, PropertyGuru Malaysia, Sheldon Fernandez.

    “Dengan KDNK sebanyak RM1.45 trilion pada 2018, kita tidak terlalu jauh dari tanda tersebut. Tidak dapat dinafikan bahawa Malaysia telah melangkah jauh ke hadapan sejak tahun 1990-an, dan dengan fokus yang diberi pada transformasi digital oleh Bajet 2020, nampaknya kita akan terus maju. Suruhanjaya Sekuriti telah mendaftarkan platform ‘crowdfunding’ hartanah pertama negara, dan inovasi lain sedang mencari jalan masuk ke dalam industri itu, meningkatkan lagi kepelbagaian dan ketahanannya. “

    Skim ‘crowdfunding’, sewa untuk memiliki (RTO), dan alat semakan kelayakan kewangan seperti PropertyGuru Loan Pre-Approval (www.PropertyGuru.com.my/preapproval) adalah penyelesaian dan platform alternatif yang diperkenalkan untuk menangani cabaran pemilikan rumah yang dihadapi oleh rakyat Malaysia. Khususnya, Bajet 2020 memberi penekanan kepada RTO, dengan sokongan kewangan sebanyak RM10 bilion, termasuk jaminan RM3 bilion oleh kerajaan.

    Pendekatan RTO tersebut, di mana pembeli boleh menduduki unit dengan serta-merta dan menggunakan sewa sebagai ganti bayaran pendahuluan, digemari oleh beberapa penganalisis industri kerana ia menangani kos pendahuluan pemilikan rumah yang tinggi bagi ramai pencari rumah. Ada pula yang mengatakan skim RTO boleh menyebabkan kos keseluruhan yang lebih tinggi berbanding dengan pinjaman konvensional.

    Walaupun terma dan kelayakan RTO berbeza dari program ke program, kaedah tersebut telah diterima pakai oleh beberapa institusi kewangan dan pemaju, termasuk Malayan Banking Bhd (Maybank) dan Gamuda Land Sdn Bhd.

    Strategi perumahan alternatif lain di Malaysia adalah termasuk perumahan mikro dan pemilikan bersama. Tidak ada satu pun lagi definisi untuk perumahan mikro buat masa ini; namun, secara amnya, ia termasuk ruang perumahan yang ‘compact’ dan elemen ruang berciri komunal.

    Perumahan mikro telah diterajui oleh Dewan Bandaraya Kuala Lumpur (DBKL) awal tahun ini untuk para belia dalam segmen B40 di Jalan Tuanku Abdul Rahman, dan juga sedang diterokai untuk pelajar Universiti Malaya dengan kerjasama Pertubuhan Arkitek Malaysia (PAM).

    Sementara itu, pemilikan bersama adalah satu kaedah di mana pendapatan digabungkan untuk membeli hartanah bersama-sama dan ia kini semakin popular digunakan sebagai penyelesaian kerana masalah kemampuan. Perkembangan penyelesaian-penyelesaian ini menggambarkan yang pembelian hartanah di Malaysia sedang berkembang dengan masa, menuju ke arah tahun 2020.

    Pemilikan rumah: dilema kontemporari

    Walau bagaimanapun, keperluan untuk penyelesaian alternatif ini juga menggariskan isu-isu yang sedang dihadapi oleh hartanah tempatan, dan isu-isu ini nampaknya akan berterusan hingga ke tahun depan. Kemampuan, ketidakseimbangan bekalan-permintaan dalam pasaran dan pembiayaan pinjaman kekal menjadi cabaran utama.

    Berkenaan dengan pembiayaan pinjaman, contohnya, Bank Negara Malaysia (BNM) telah menyaksikan kenaikan bagi jumlah yang gagal membayar hutang atau ‘default’ dari tahun 2018 hingga 2019, terutamanya di kalangan mereka yang mempunyai pendapatan berubah-ubah dan mereka yang memiliki hartanah bernilai lebih daripada RM500,000.

    “Isu-isu ini tidak terhad kepada pasaran hartanah Malaysia sahaja, dan ia terjadi kerana peningkatan jumlah penduduk dan kekurangan tanah di kawasan bandar. Oleh kerana lebih ramai pembeli bersaing untuk hartanah yang sedikit, harga telah meningkat, dan pemaju pula memilih untuk memenuhi keperluan segmen yang mempunyai margin keuntungan yang lebih tinggi,” kata Fernandez.

    Di Malaysia, trend ini digariskan oleh persepsi yang pendapatan tidak berubah dan kos sara hidup sedang meningkat. Kaji Selidik Pendapatan Isi Rumah Dan Kemudahan Asas terkini dari Portal Rasmi Jabatan Perangkaan Malaysia melaporkan bahawa pendapatan bulanan median di negara ini adalah sebanyak RM5,228 pada 2016, yang mana ia meningkat pada kadar 6.6% setahun.

    Sementara itu, Indeks Harga Pengguna (IHP) pula meningkat pada purata 2.5% tahun ke tahun (YoY), dengan peningkatan sebanyak 1.1% YoY pada bulan Oktober. Ketidakselarian antara inflasi sebenar dan jangkaan telah dijelaskan oleh BNM kerana dipengaruhi oleh pandangan yang berprasangka berdasarkan kekerapan dan ingatan.

    Walau apa pun, dengan penanda aras untuk tahap kemampuan yang ditetapkan oleh perundingan dari Amerika Syarikat, Demographia International, yang mengatakan ia sepatutnya tiga kali daripada pendapatan isi rumah tahunan, ini bermakna siling harga untuk perumahan mampu milik adalah kira-kira RM188,208 pada tahun 2016. Hari ini, angka ini telah dilaporkan pada RM282,000, sementara harga purata untuk rumah yang baru dilancarkan adalah RM417,262.

    Peruntukan hartanah dalam Bajet 2020

    Ketidaksamaan ini menyumbang kepada cabaran melibatkan kemampuan dan pembiayaan pinjaman untuk rakyat Malaysia, kerana pencari rumah tidak mampu membeli hartanah atau mendapatkan pinjaman yang diperlukan untuk membelinya. Terdapat juga ketidakseimbangan bekalan-permintaan di pasaran, kerana para pemaju menumpukan ke arah margin yang lebih tinggi untuk pelancaran hartanah mewah.

    “Tekanan yang memacu isu-isu ini adalah rumit dan saling berkaitan, dan telah terkumpul sejak beberapa dekad, kini memanggil beberapa pihak untuk penstrukturan semula asas industri hartanah di Malaysia. Bajet 2020 telah mengambil beberapa langkah ke arah menangani masalah ini, melalui kedua-dua langkah interim dan jangka panjang,” kata Fernandez.

    “Langkah-langkah jangka pendek yang bertujuan untuk meringankan cabaran pemilikan rumah di kalangan rakyat Malaysia termasuk Kempen Pemilikan Rumah (HOC) dan Skim Perumahan Belia (SPB) dari Bank Simpanan Nasional (BSN), yang mana kedua-duanya telah dilanjutkan dari tempoh asal mereka.”

    Langkah-langkah ini, bersama dengan penekanan yang diberikan ke atas skim RTO, menangani isu pemilikan rumah di kalangan pembeli rumah pertama dan yang lebih muda. HOC, serta peruntukan untuk menurunkan harga untuk pembeli antarabangsa, juga bertujuan untuk mengurangkan hartanah kediaman tidak terjual.

    Hartanah kediaman tidak terjual adalah hasil daripada ketidakseimbangan bekalan-permintaan di pasaran, kerana pemaju membina hartanah yang tidak mampu dibeli oleh pembeli rumah. Dianggarkan baru-baru ini, sebanyak 52,666 unit pada Q2 2019, termasuk 32,810 unit kediaman, 18,186 unit pangsapuri perkhidmatan dan 1,670 unit rumah SoHo (pejabat kecil), menurut Nawawi Tie Leung Property Consultants Sdn Bhd.

    Yang paling penting, Bajet 2020 merangkumi pelbagai peruntukan yang disasarkan kepada pendapatan dan pembaharuan buruh, termasuk kenaikan gaji minimum, perubahan garis panduan untuk kerja lebih masa dan semakan lain untuk Akta Pekerjaan 1955.

    Walau bagaimanapun, kedua-dua langkah sementara dan jangka panjang untuk menangani cabaran-cabaran di pasaran hartanah Malaysia akan mengambil masa untuk memberi impak corak yang mantap. Atas sebab-sebab ini dan faktor-faktor makroekonomi yang lebih besar seperti yang dijelaskan di bawah, PropertyGuru kekal neutral pada prospeknya untuk tahun 2020.

    Sementara itu, kuota dan inisiatif perumahan mampu milik seperti Rumah Selangorku, Projek Perumahan Mampu Milik Wilayah Persekutuan dan Skim Rumah Pertamaku (SRP) oleh Cagamas Bhd merapatkan jurang antara permintaan pengguna dan portfolio pemaju.

    Trend dan ramalan harga untuk tahun 2020

    Mungkin indikator sentimen pasaran yang lebih jelas boleh dilihat dalam pergerakan harga menuju ke arah tahun 2020. Menurut PropertyGuru Market Index (PMI) Q3 2019, permintaan harga hartanah merosot dalam tiga daripada empat pasaran utama di Malaysia, iaitu Kuala Lumpur, Selangor dan Pulau Pinang.

    Secara keseluruhannya, harga di Malaysia merosot 0.9% YoY pada suku ketiga, dengan Pulau Pinang mengetuai pengurangan tersebut dengan penurunan PMI sebanyak 1.5% suku ke suku tahun (QoQ), dari 94.8 kepada 93.4 pada Q3 2019. Johor adalah satu-satunya pasaran domestik yang tidak menunjukkan penurunan dalam indeksnya; walau bagaimanapun, ia juga gagal mempamerkan sebarang pertumbuhan, dengan PMI statik di 98.5 pada suku ketiga.

    “Kecuali Johor, penurunan dalam harga permintaan ini menggambarkan pergerakan menurun pada garis trend jangka panjang di seluruh pasaran utama sejak tahun 2015. Walaupun permintaan harga tidak boleh dipertukarkan dengan harga transaksi, ia berfungsi sebagai tanda aras bagi sentimen penjual, dan dengan itu, menunjuk ke arah prospek sederhana pada tahap terbaik untuk 2020,” kata Fernandez.

    Penganalisis industri menganggap bahawa harga telah turun kerana pelarasan di pihak pemaju untuk menghabiskan dulu stok yang tidak terjual dan memudahkan aliran tunai, bersama dengan tekanan menurun dari HOC. Pembeli dengan ‘leverage’ yang mencukupi boleh mengambil kesempatan atas pasaran semasa untuk mengembangkan portfolio mereka.

    Johor, sebagai contoh, adalah destinasi menarik untuk pelaburan, dengan kaveat bahawa harga di sana mempunyai volatiliti yang ketara dalam beberapa tahun ini disebabkan oleh kejutan bekalan dan polisi. Oleh itu, sangat penting untuk mempertimbangkan jenis hartanah sedia ada dan permintaan yang sedang masuk ke kawasan itu dengan sangat teliti, sebelum membuat keputusan untuk meneroka ke pasaran tersebut.

    Lebih jauh ke utara, pencari hartanah dalam pasaran seperti Kuala Lumpur dan Selangor boleh melindung nilai pertaruhan mereka, dengan memeriksa sentimen pembelian. Mengikut PropertyGuru Consumer Sentiment Survey H1 2019, rakyat Malaysia semakin terbuka untuk membeli di pasaran hartanah sekunder.

    Hal ini disebabkan oleh keutamaan lokasi, dengan pencari rumah yang lebih muda mengutamakan projek-projek lama yang dekat dengan pusat-pusat bandar yang ditubuhkan, dan bukannya pelancaran baru yang lebih jauh. Oleh itu, perbandaran satelit yang matang seperti Petaling Jaya, Subang Jaya, Damansara, Shah Alam dan Cheras menawarkan prospek yang lebih baik kepada para pelabur, walaupun tahap kemampuan akan kekal menjadi satu isu bagi pencari rumah.

    Faktor makroekonomi dan jalan di hadapan

    Indikator bercampur makroekonomi juga menunjukkan ke arah tahun yang kurang lancar untuk hartanah. Rizab Persekutuan Amerika Syarikat mengurangkan kadar faedah sebanyak tiga kali tahun ini, dengan BNM mengikut jalan yang sama pada bulan Mei dan penganalisis menjangkakan potongan yang lain pada pertengahan tahun 2020. Langkah-langkah ini membantu untuk mencipta persekitaran kadar faedah yang positif di Malaysia, dan juga di luar negara.

    Ini kondusif untuk pembelian rumah dalam jangka pendek, dengan prospek untuk kenaikan harga dalam jangka masa panjang, memandangkan pinjaman lebih murah memacu harga hartanah. Di samping itu, kemasukan minat dari pembeli serantau boleh menyebabkan peningkatan dalam sentimen pada masa akan datang, didorong oleh pergolakan di pasaran lain seperti Hong Kong serta garis panduan pemilikan asing yang dilonggarkan dalam Bajet 2020.

    Walau bagaimanapun, faktor-faktor positif ini seimbang dengan ketegangan perdagangan AS-China yang berterusan, dan akibatnya untuk pengembangan ekonomi global. Khususnya, pertumbuhan yang perlahan di China dan kenaikan tarif perdagangan mungkin merosakkan Rantaian Nilai Global (GVC), dengan kesan limpahan bagi pasaran dengan pendedahan yang tinggi, seperti Malaysia.

    Ringgit kekal tidak menentu sehingga kini, dagangan pada purata RM4.13 kepada dolar AS pada September dengan sasaran RM4.20 kepada dolar menjelang akhir tahun 2019, menurut Kenanga Research.

    Volatiliti ini, bersama-sama dengan ketidakpastian sosiopolitik kerana keghairahan pilihan raya umum ke-14 Malaysia yang semakin mengurang dan ketidakpuasan yang semakin meningkat, akan memberi kesan negatif terhadap minat pelabur – sekali lagi, kecuali Johor, yang mana hanya mempunyai jumlah pelaburan yang optimum setakat ini.

    “Melangkah ke hadapan, kami menjangkakan ‘proptech’ dan ‘fintech’ untuk memainkan peranan yang lebih besar dengan trend antarabangsa akan memasuki sempadan tempatan dan pemegang saham industri berusaha untuk membezakan diri mereka dalam pasaran yang kompetitif.   • GIVING E-SPORTS A BOOST

    Homegrown and leading lifestyle e-wallet Boost is sponsoring four out of six e-sports teams consisting of the nation’s nine top professional e-sports players who will be representing Malaysia at the upcoming SEA Games 2019 in the Philippines this December.
